Yep, it has always been like that. It's because if you're not piloting the ship your skills don't come into effect. To open the cargobay of a ship you're not in doesn't require the use of skills (as the software is written anyway).

Same here, except I had a big pile of BPC's. All the scan probe types. I've just installed the latest SISI (to see what would happen to my probes and associated BPC's) and all I've got left is one BPC for the Warp Disrupt Probe. What's happening ...
